Accomodation / Guidelines for tenants of SPbU Halls of Residence
4. Indemnify against material damage:
Residents are required to compensate the University for material damage caused to SPbU property, as prescribed by the legislation
10. Take care of an electronic pass and replace it if necessary:
Reimburse the cost of production of the electronic pass in case of its loss or breakage
5. Undergo registration and deregistration:
Residents must complete both registration upon arrival and deregistration upon departure within three working days
3. Treat property carefully:
  • treat all movable and immovable property with care
  • perform routine maintenance and keep accommodations clean and tidy
  • make reasonable and efficient use of utilities (electricity, water)
  • either promptly repair any defects or report them to the University administration without delay
1. Abide by the Dormitory Rules, Internal Rules of Conduct and other by-laws of St. Petersburg State University:

2. Accept and use residential accommodation:
  • accept the allocated accommodation by signing the premises acceptance act
  • comply with the provisions of rental agreements
  • utilise accommodations for their intended purposes

Tenants of SPbU Halls of Residence must

9. Report about periods of extended absence:
  • notify the university administration in case of periods of extended absence (more than 30 days of absence)
  • in case of extended absence (unreasonable absence), the contract can be terminated unilaterally
8. Provide timely payments:
Residents shall pay their accommodation fees by the 10th day of each month following the billing period. Invoices are to be sent to the student’s corporate email.

6. Free the accommodations upon rental agreement termination:
  • Resident shall vacate the premises within 7 working days in the event of: expiry of the rental agreement
  • early termination of the agreement; academic dismissal
  • Resident must hand back the premises, equipment in proper condition, and keys to the University administration under an official handover protocol
  • Resident shall settle all outstanding accommodation fees and reimburse any repair costs incurred
15. Report non-tenants:
Report the stay of non-tenants in the accommodations
13. Provide access for inspections:
Provide access to accommodations for the university staff for inspection at the agreed time
14. Inform about changes:
Inform the university administration about changes affecting the right to use accommodations
11. Present documents upon request:
Present a document entitling the stay in dormitory as required by the SPbU staff.
12. Vacate premises for renovation:
Relocate during renovation or reconstruction under the University requirement
7. Regularly provide a valid medical certificate
Residents shall provide a valid medical certificate confirming fluorography examination results at regular intervals (every 11 months)
These Guidelines have been developed based on the documents posted on the St. Petersburg State University website.
  • Bring unauthorised persons illegally into the dormitories and keep them overnight, provide accommodations to third persons
  • Use the living quarters and common areas of the dormitories for purposes other than those intended.
  • Violate the legitimate interests of other tenants, create obstacles for other tenants in the use of living quarters, common areas, rooms for independent study and recreational and amenity spaces.
  • Install additional locks on the entrance doors of the premises without the permission of authorised officials.
  • Use open flame sources in living areas.
  • Perform actions at the University premises that may lead to disciplinary, financial, civil, administrative or criminal liability.
  • Transfer the non-contact electronic pass to other persons and use other people’s non-contact electronic passes.
  • Reside in the dormitories with pets without written approval of the dormitory administration
  • Move without authorisation from one accommodation to another and move inventory
  • Prevent third parties (other SPbU students) from settling into the vacant accommodation
  • Install and operate electric heating and energy-consuming appliances, washing machines without the permission of the supervisor
  • Alter or remodel rooms, replace equipment, rewire or repair electrical cables without authorisation
  • Create excessive noise and vibration in residential or common areas from 11 pm to 7 am
  • Smoke in residential and common areas, drink alcoholic beverages, consume narcotic and toxic substances
  • Appear in the dormitories and on campus under the influence of alcohol, drugs or toxic substances
  • Store and sell narcotic, toxic, flammable, explosive substances and materials, other things prohibited by law
  • Store bulky items in the accommodations that prevent other residents from using the allocated accommodation
  • Perform actions that do not comply with the moral and cultural traditions of the University, generally accepted moral and ethical standards
